Investment project «Complex program of construction and reconstruction of water supply and water disposal objects in Rostov-on-Don and in the south-west of Rostov region» has been included into the list of projects realized with the State assistance and by means of the Investment Fund of the Russian Federation

Investment project «Complex program of construction and reconstruction of water supply and water disposal objects in Rostov-on-Don and in the south-west of Rostov region» has been included into the list of projects realized with the State assistance and by means of the Investment Fund of the Russian Federation (Order of the Government of the Russian Federation № 1375-Р dated 20.09.2008). In accordance with the present order, 6 660.29 million rubles from the federal budget funds is transferred to the budget of Rostov region for the realization of a complex program.

The project has already passed all stages of consideration and approval, provided by the regulation of RF Government «About approval of rules to form and use of budgetary allocation of the Investment Fund of RF»: after receiving a positive conclusion of the investment consultant «Société Générale» in May 2006, the complex program was chosen by the investment committee in August 2006 and in March 2007 it was approved by the Governmental commission in investment projects of state importance. 

The project was initiated by JSC «Evrasiyskiy», which later attracted other companies to its realization, among them: JSC «Vodokanal Rostov-on-Don» and JSC «Voda Rostova»; total contribution of the private investor in the project realization during 15 years will make 24 542,50 million rubles. In the project realization there also participate — a state coordinator the Administrations of Rostov region (co-financing at the sum of 2 018,50 million rubles) and a State customer — Administration of Rostov-on-Don, (contribution at the sum of 249,48 million rubles). The total project value is 33 470,77 billion rubles.

The complex investment project purpose is to develop the infrastructure of the water supply and water disposal taking into consideration development and new construction in the territory of Rostov agglomeration, as well as increase in quality of services of water supply and water disposal for existing consumers, reduction of negative influence on the River Don, Azov and Black Sea basins. In particular, the project assumes creation of the communal infrastructure, which will give possibility for construction of 12,6 million m² of new dwelling, which is equal to the construction of the new city with the population of 780 thousand people. 

The program is divided into three 5-year stages. First stage is till 2011 is the most intensive in construction rates and scales (13 724,28 million rubles). During this period in the western part of the city there will be built a new complex of plants for water intake, treatment and transportation. Owing to it there will be a possibility for development of the south-western districts of Rostov-on-Don, including the biggest city-forming complex Liventsovka. At the same stage a number of other important objects for the city water supply and disposal will be modernized.

JSC «Evrasiyskiy» together with its project company JSC «Voda Rostova» has started realizing the investment project in 2007. Since that time the private investor has made capital investments for the amount of more than 2 billion, at the same time he financed such events as reconstruction of the water line pump station of the first lift №3. In 2008 the reconstruction of the first Eastern water line has been finished and heavy work load on changing the water pipe inlets, laying water pipe networks and sewage has been also finished. The reconstruction of the first stage of the water treatment unit in Aleksandrovskaya water supply station is being finished. This year the reconstruction of the big water supply pump station «Vostochnaya» will be finished. In the beginning of September this year they opened a water supply pump station of the first lift №1 and electrolysis one at the Central water line treatment facilities. Putting the electrolysis plant into operation will allow producing sodium hypochlorite for water disinfection and refuse from using liquid chlorine for the same purpose. 

At the following stages of the project it is expected to construct the second stage of the water line facilities and extend their capacity by 2 times, finish construction of the sewage collector and modernization of Vodokanals of five municipal establishments in the region. As a result there will be created a unified system of water and communal services in the south-west of Rostov region, including such cities as Rostov-on-Don, Novocherkassk, Taganrog, Azov and others. It will directly improve the investment climate in the region and increase the people's life quality. The project helps solve an important ecological problem to fulfill international obligations of Russia in ecological safety in the Azov and Balck Sea basins, since it allows exclude discharge of more than 12.5 thousand tons of  contaminants to the River Don per year. 

The estimates of the investment consultant of the project Société Générale show that Rostov program provides GRP growth in Rostov region by 1,7% within 5 years. Tax proceeds to the federal budget will be more than 13 billion rubles, to the regional and city budget — more than 12 billion rubles. The project parameters under the budgetary and macroeconomic efficiency fully coincide with the purposes and tasks, determined by the tender terms for financing by means of the Investment Fund. The project payback period with the assistance from the means of the Investment Fund during the first period will be 20 years.
