The Rostovites suffer from lack of water because of the «cable war»

On October 16, 2008 inhabitants of Zheleznodorozhniy and Sovetskiy districts of Rostov-on-Don felt missing of cold water. They started calling JSC «Vodokanal». The Rostovites were interested in what had happened, why «Vodokanal» had switched off the water?

The city-dwellers’ fair indignation was to the wrong quarter. Rostov «Vodokanal» in that case was the injured party. 

The thing is that water pipe pump stations «Yuzhnaya» and «Portovaya» were suddenly deenergized, which caused the water pumps stop. As a result the drinking water supply to the people was impossible. 

«Vodokanal» employees immediately started looking for the reason of the station deenergization. It was found out that in the area of the streets 2-ya Krasnodarskaya and Truzhenikov LLC «Gorstroypodryadchik» was carrying out works. During their works the cables supplying the stations «Yuzhnaya» and «Portovaya» were damaged. «Vodokanal» representatives, who arrived to the place, recorded the fact. 

City power engineering specialists with participation of «Vodokanal» started repair works. A large volume of works allowed starting the pump stations only at 21.00.

It has been the second time «Gorstroypodryadchik» during a short period of time hits «Vodokanal». On September 11 this year the situation had the same scenario. When carrying out earth works at the intersection of the same 2-ya Krasnodarskaya and Truzhenikov streets LLC «Gorstroypodryadchik» damaged high-voltage cable lines and left the pump stations «Yuzhnaya» and «Portovaya» deenergized. As a result there was no water in he taps of the dwellers in Zapadniy district. After arriving the representatives of JSC «Vodokanal» together with representatives ZRES established and recorded the fact of the line damage. The water supply was provided in full only in the evening. 

Unfortunately, such cases are not unique. Companies realizing earth, construction and erection works regularly damage the power supply lines of the JSC «Vodokanal Rostov-on-Don» pump stations, paralyzing their operation and as a result water supply of whole city districts. Such situations are so often that the term «cable war» may be applied to it, the war deployed against JSC «Vodokanal». The Rostovites are always losers in it, who stay without water long hours. 

Another recent example. On September 25 this year inhabitants of the Severniy district of Rostov, suddenly left without water, swore at «Vodokanal». In reality they should have sworn at LLC SК «Vial». It turned out, that when realizing earth works this company damaged the cable line feeding the water pump station «Severniye rezervuary», which resulted in its stoppage and no water supply. 

«Vodokanal» employees tried to transfer the pump station to the reserve inlet, which needed time. Moreover while several attempts to switch on the reserve inlet the protection was actuated. The equipment examination proved that the reason for default was the breakdown of power transformer low-voltage winding because of the cable damage under load. After the cable lines were shifted in the evening the pump station was put into operation.

The specialists of Rostov «Vodokanal» state that sudden stops of pumping equipment because of blackout result in wear and destruction of pipelines and it means that every such stop is fraught with future emergency situations at networks and new troubles for Rostovites. 

In every case of the cable damage, which caused stops of the pump station equipment «Vodokanal» sends claims to the guilty organizations.
