Sergey Yashechkin: «Kuban authorities have appreciated the experience of the company «Evrasiyskiy» in Rostov»

Within the VII International investment forum «Sochi-2008» the agreement between Vnesheconombank and JSC «Evrasiyskiy» about granting a loan at the rate of $75 million for the period of five years was signed. The means will be spent on financing of the investment program developed by the company to rehabilitate, reconstruct and modernize the systems of the water pipe and water sewage facilities in Krasnodar Territory. 

According to the statement of Sergey Yashechkin, Chairman of the Board of Directors «Evrasiyskiy», the holding program will be an «organic integral part» of the programs of GK «Olympstroy», as well as regional and city authorities in the area of water pipe and water sewage facilities (VKX), responsible for the realization of the century project «Sochi-2014».

— Sergey Victorovich, the project specific character implies close contact between JSC «Evrasiyskiy» and GK «Olympstroy». Who discovered first — you discovered them or they discovered you?

— I would answer as follows: the authorities of the Krasnodar Territory and Sochi found us. In the spring «Evrasiyskiy» signed an agreement with the Administration of Kuban. It is planned for 25 years and implies organization of reliable and economically efficient system of water supply and sewage in the territory of the region. 

«Evrasiyskiy» bought the company «YugVodokanal», which is a regional private operator of water supply and water disposal and carries our its activities in the territory of Sochi, Tuapse, Gelendzhik, Novorossisk, Anapa, Temryuk and other towns and cities of the Azov and Black Sea side and practically all group water lines in the region. It is «YugVodokanal» that will be the project beneficiary, which is normal: the risks are located in the areas where there is financial flow. 

— Is it right to say that successful experience of the company in the realization of the similar infrastructural project in Rostov region has done «Evraziyskiy» good?

— I think it is quite right. Investment project «Complex program of construction and reconstruction of water supply and water disposal objects in Rostov-on-Don and in the south-west of Rostov region» (Order of the Government of the Russian Federation № 1375-Р dated 20.09.2008) has been included in the list of investment projects carried out with the assistance of the state by means of the funds of the Investments Fund RF. In accordance with the present order, 6 660.29 million rubles from the federal budget funds will be transferred to the budget of Rostov region for the realization of a complex program as a grant.

The program with the total cost of more than 33 billion rubles has been developed on the initiative of JSC «Evrasiyskiy» and is being realized on the principles of the State and private partnership. Owing to the introduction of modern and efficient production and organizational technologies for the water sector in the region with the population of more than 2 million people it is possible to solve a number of infrastructure and ecological problems, including the possibility to construct 12 million m³ of dwelling and 2 million m³ of commercial real estate.

— What do you think the specific features of the Kuban market of water pipe and water sewage facilities?

— In Krasnodar Territory the federal investment projects are being realized to a large scale, moreover, there are many private companies. It is especially apparent in Sochi. In such a small area in a limited period of time all participants shall realize their investment programs in interconnected, optimal and efficient ways. For this an appropriate infrastructure is needed. 

At the moment in Kuban region there is a high wear of the objects of communal infrastructure of water supply and sewage systems, complex infrastructure of grouped water pipes. «Evrasiyskiy» intends to take an active part in this problem solving. It is especially relevant in conditions of preparation to the Olympic Games 2014 in Sochi. That is why the investment program developed by our company is formed taking into consideration the plans of «Olympstroy».

— What is a Kuban project?

— It consists of four technological complexes. The first is Sochi. The second is conventionally named «The Black Sea water company»: it includes Troitskiy group water line, Novorossisk, Krymsk and Arkhipo-Osipovka. The third complex is Taman and Tamanskiy group water line. The forth one is Yeysk and Yeyskiy group water line. 

Today the objects of investment between «Olympstroy», «Evrasiyskiy», Krasnodar Territory and Sochi are under approval and distribution. At the level of the Territory and city the programs for water line and water sewage facilities modernization have already been approved. However a number of significant questions have not been reflected in them. In particular, deficit of 180 thousand m³ of water. Today there is no such deficiency, but it will appear taking into consideration the development of objects specified in the programs. The infrastructure shall be created beforehand. As for the waste-water treatment  and channeling, then they are considered at 90%, will be designed and realized. 

— What is the project implementation period?

— By 2014. At the same time some objects will be constructed at the advanced rate, as they are interrelated with the project of Olympic objects construction provision. 

— Will the same principles as in Rostov program be used in the Krasnodar program?

— It will be a concession. The Russian legislation has significantly evolved. That is why «Evrasiyskiy» will participate in concession contests in three out of four technological complexes. In Sochi the company has already made a relevant loan agreement that is why here there will be no concession contests initiated. 

Within six months «Evrasiyskiy» shall get the right for long-term management and investments in the infrastructure of the Krasnodar Territory seaside towns and cities; form an investment program and within 5—7 years realize it in the capital construction. After that repay the investments and further — introduce new technologies, new materials, and new equipment. Naturally, on terms of economical expediency and conformity with the parameters for water and water flow safety for the environment and people. 

— What will be the practical results of the program realization?

— The quality and level of the communal service will increase, additional workplaces will be created, infrastructure restrictions and negative impact on the environment will decrease. The tourist and recreation areas will developed.

— «Complex program of construction and reconstruction of water supply and water disposal objects in Rostov-on-Don and in the south-west of Rostov region» costs more than 33 billion rubles. Will the Kuban project be cheaper or more expensive?

— As for financial expenses the Kuban project will be larger: it covers a significantly bigger amount of people, the density of population is much lower. Therefore, the costs per unit of infrastructure will be more expensive. And it is objective.
